Stipulations of the Storey County SUP of 2004 issued to Plum Mining, Co. (as amended) are as follows (quoted material taken directly from the SUP document):

1. “All mining, milling, processing and exploratory drilling must be in compliance with state, federal and local codes, regulations and permits (emphasis Storey County).”

2. Mining operations for open pit mining allowed “year round, 7 days a week, 24 hours a day.”

3. Exploratory drilling areas to be reclaimed at conclusion of drill programs. “Total surface disturbance limited to less than one acre.” 

4. Notify Nevada Division of Forestry and Storey County Dispatch Center before blasting.

5. “Ore will be delivered from the Billie the Kid pit in 10 wheel dump trucks and delivered [to the processing site in American Flats) via off road access roads. There will be no trucking from the pit to the process facility on the State Highway (emphasis added).”

6. Requires signage regarding hours of operation, legal address and road hazards.

7-14. Technical and safety requirements for milling, cyanide processing, water rights & storage, ground water monitoring, state pollution control permit and treatment of tailings.

15-20. Regards support buildings and utilities.

21. “If any of these requirements are not in full compliance, then said special use permit is null and void (emphasis added),” until the applicant comes into compliance. 

22-24. Reclamation bonding and insurance.

25. Temporarily halt work (maximum 2 days),  “Should any prehistoric or historic remains/artifacts be discovered during development or excavation,” notify Storey County Board of Commissioners to evaluate said site and if necessary to record and photograph it, “unless it is a significant find and it is deemed necessary to provide more time to evaluate and protect historic remains and artifacts (emphasis Storey County).
