Who They ARe 
Comstock Mining Inc (CMI) is the latest avatar of a series of mining ventures on the Comstock, beginning with Oliver Hills back in the late 80s.- these will be detailed on the corporate history page. They are bank-rolled mainly by one major investor, John V. Winfield, a California real estate and hotel magnate. 

Many of their officers and directors have been around through previous interations of the “Comstock Project” (Oliver Hills, Plum, Goldspring, CMI). The new guy on the block is Corrado De Gasperis, the CEO. I’ll provide more information about CMI folks and their relationships on the CMI People page. CMI says  they follow a management methodology called the Decalogue™, which is worth Googling. What they want 
CMI’s goals are specified on their web site which says they are a company formed to “deliver stockholder value by validating qualified resources ... by 2013, and commencing commercial mining and processing operations in 2011.” 

Before they do all that, they have to raise money from investors, so I assume that significant stock sales are also a major goal. There’s a lot of very cheerful and optimistic talk on the web site directed to investors. CMI puts a lot effort into stock sales through their videos, web site, potential investor meetings, press releases and so on.

A major goal (CEO’s blog) is, “Revitalizing the Comstock (that is, transforming the Comstock Lode District into a vital gold and silver producing regional enterprise) as a tremendous wealth creator for all of our stakeholders: Our shareholders, our people, our partners and our community.”

Toward this end, CMI has acquired through lease, purchase, and patented and unpatented mining claims, about 6,000 acres, extending south from within the southern part of Virginia City, through Gold Hill and Silver City through Spring Valley nearly to Dayton. CMI intends to explore these properties and produce gold and silver through open pit mining and heap leaching.

 On the web site there is more talk about how they want to become integrated into the communities of the Comstock and be good neighbors. But read closely: this is only if what residents want doesn’t conflict with their plans. 

To ingratiate themselves with the local community, they have held out a number of possible “carrots”:

Formal educational programs in Storey and Lyon county schools, integrated in all grade levels, emphasizing science, math and history.
Scholarships for local kids.
Funding for community projects and programs.
Lots of net proceeds and property taxes to cash-strapped Storey and Lyon Counties.
